"I went home and talked it over with my parents," said Williams. "I decided that Tech was the place I wanted to be."
Williams, who was at Auburn in 2007 and 2008, played his sophomore season in 2009 at Copiah-Lincoln College in Mississippi. The three star cornerback will bring instant help to a shorthanded Bulldog secondary.
The 2007 graduate of Rain High School in Mobile was rated as the #32 cornerback as a senior. He will join fellow Mobile natives Adrien Cole and Solomon Randle at Louisiana Tech.
Tech is a place I feel comfortable," added Williams. "I feel like I have a chance to play early and I really liked the environment at the Boise State game."
Ryan Williams is the 12th commitment for the Bulldogs. He is the third junior college commitment for Tech, joining Tillman and fellow defensive back Justin Goodman.
Williams will sign in February. He decided against taking visits to other schools. He had been offered by Mississippi State, USF, Iowa State, and Southern Miss.
